Such an appeal to Brian Pysyk, Secretary of the Subdivision and Development Appeal Board shall be in writing containing a statement of the grounds of appeal including an Appeal Fee of $200.00 and shall be delivered either in person or by registered mail so as to reach him no later than fourteen (14) days following the date of publication of this notice.
