Such an appeal to the Secretary of the Subdivision and Development Appeal Board shall be in writing containing a statement of the grounds of appeal including an Appeal Fee of $200 and shall be delivered either in person or by registered mail so as to reach him no later than fourteen (14) days following the date of publication of this notice.
