A special ballot is available for electors who are registered to vote and listed on the Permanent Electors Register and are unable to vote at an advance vote or at the voting station on Election Day.
You can request a special ballot by completing the Form 22 – Request for Special Ballot and returning it to the Returning Officer. Requests for special ballots are accepted until 12 noon on October 6th.

Special ballot packages will be mailed to eligible applicants after Nomination Day (September 22, 2025) or the Returning Officer will hold it for pick-up for the elector. Step-by-step instructions will be included in the special ballot package.
Eligible voters must submit the completed special ballot package to the Returning Officer no later than 4:00 p.m. on Monday, October 20, 2025 (Election Day).
Any special ballot packages that are incorrect or incomplete, or received after 4:00 p.m. on Monday, October 20, 2025, will not be accepted or counted.
Instructions for Voters not Registered or on the Permanent Electors Register
Voters who have not registered and are not on the Permanent Electors Register can still apply for a special ballot package, however, must first apply to be added to the Permanent Electors Register by providing the following:
- Form 22 – Request for Special Ballot Package
- A copy of the required identification
- Statement of Elector Eligibility on Form 13 – Elector Register
Email all completed documents or deliver them in-person to the address listed above.
Once added to the Permanent Electors Register, voters will need to apply for a special ballot by completing another Form 22.
