Cost-Shared Dust Suppression Program

Each year, the County runs a Cost-Shared Dust Suppression Program, which provides Dust Suppression for rural residental and business properties adjacent to graveled County roads.

About the Program

Residents may apply to the Cost-Shared Dust Suppression Program to have a spot treatment of dust suppressant applied on the county road in front of their residence for 200 meters in length.

2026 Updates to the Dust Suppression Program

In February 2026 County Council reviewed and amended Policy 3405- Dust Suppression Program to better balance community needs, road maintenance priorities, and available resources. These changes will affect how dust suppression is provided in hamlets, eligible subdivisions, cemeteries, and other locations.

Under the revised Dust Suppression Program, dust suppression will be applied at no cost every second year in the following areas:

  • Hamlets
  • Subdivisions where dwellings are located on at least 75% of the lots
  • Cemeteries
  • Special circumstances

When complimentary dust suppression is not scheduled, property owners may apply for cost-shared dust suppression through the County’s existing application process.

To be eligible for cost-shared dust suppression, the property must contain a qualifying dwelling.

Under the updated program, a dwelling is defined as a structure that:

  • Contains one or more habitable rooms that constitute a self-contained living accommodation unit with sleeping, living, and toilet facilities;
  • Is intended for use as a permanent or seasonal residence; and
  • Is assessed for the purpose of taxation.

Non occupied residential properties may apply for dust suppression at full product cost.

Residents are encouraged to review Policy 3405 for additional details. Information on application deadlines, cost-sharing requirements, and program schedules will be communicated through the County’s website and regular communication channels.

What are the fees to participate?

The 2026 fee to participate in the program is $300 + GST. The fee is based on costs from the product supplier and can vary from year to year.

No guarantee is implied with regards to the effectiveness of the dust suppression, and the County reserves the right to grade the road if surface conditions require it. The County reserves the right to refuse an application if it is deemed that the roadway has sufficient residual dust suppression product from previous years.

Both rural residences and businesses can apply:

  • Rural properties/residences must have a permanent dwelling on them, and
  • Eligible businesses must be adjacent to the roadway and be regularly occupied by employees and/or customers.

Exception: Residents who live on the corner of a Township and Range Road are eligible for two (2) 200-meter cost shared dust Suppression with 200 meters placed on each of the township and range road.

Any dust abatement length requested in addition to the standard 200-meter length will not qualify for cost shared rates. The full dust abatement rate of $575.00 + GST per 100 meters shall apply to those additional lengths. (A minimum of 100 meters lineal length is required for additional dust abatement).

The application deadline is midnight April 10th, 2026.

Due to scheduling timelines, all applications and payments must be received in our office prior to the deadline each year to be eligible for this program. Applications received after the deadline will be subject of a $250 penalty and will only be completed if there is administrative capability.
